Emphasis mine. <\/p>\n<p>What&#8217;s most galling is that Powers is <a href=\"http:\/\/www.google.com\/url?sa=t&#038;source=web&#038;cd=2&#038;ved=0CBcQFjAB&#038;url=http%3A%2F%2Fwww.portal.state.pa.us%2Fportal%2Fserver.pt%2Fdocument%2F668188%2Fgovernor_rendell_appoints_james_f_powers_jr_new_director_of_homeland_security_pdf&#038;rct=j&#038;q=Pennsylvania%20Governor%20Rendell%20Appoints%20James%20F.%20Powers%20Jr.%20New%20Director%20of%20Homeland%20Security.&#038;ei=C9aQTP_xMYL4swOVvPyxDg&#038;usg=AFQjCNF8y7pLz6AL8C51Pv3G58A_nXmYOQ&#038;sig2=2t_Amr7llzscLoVukQFsFA&#038;cad=rja\">a product of the military<\/a>. If anyone should know better than to use surveillance against political enemies, it&#8217;s a <a href=\"http:\/\/en.wikipedia.org\/wiki\/Civilian_control_of_the_military\">professional soldier<\/a>:<\/p>\n<blockquote><p>From 1971 to 2001, Powers served in the U. S.
